What authorities require
These are two separate things, and people often confuse them. A certified translation puts your birth certificate into another language with legal validity. An apostille is a stamp that confirms the document, or the signature on it, is genuine, so a country abroad will accept it. You need an apostille when your Dutch birth certificate has to be used in another country that is party to the Hague Apostille Convention. The court (De Rechtspraak) issues the apostille in the Netherlands, and Netherlands Worldwide explains which documents qualify. For a foreign certificate used here, the apostille is usually placed in the country that issued it, before translation. So you may need the translation on its own, or the translation plus an apostille, depending on where the document is going. Only a sworn translator registered in the Rbtv, the Register of Sworn Interpreters and Translators kept by Bureau Wbtv, may produce a translation with legal validity. A translation you make yourself, a machine translation or one from an unregistered translator will not be accepted by the IND or a gemeente.
A standard translation conveys the wording but has no legal status. A sworn translation is made by an Rbtv-registered translator, bound to a copy of the certificate and carrying a signed, stamped statement of accuracy. When you submit a birth certificate, Dutch authorities accept only the sworn version.
From €39 for the first page for Dutch to English or French, and from €59 for other languages. Each following page is €75, though most certificates fit on one page. That price covers the translation, the sworn statement, the stamp and the acceptance guarantee.
